If you suspect it might be HFS+, you can give it a go, but if the drive isn't even spinning, that's not a great sign. It still doesn't appear in Disk Utility? Just as a follow-up, I finally managed to get the back off the Seagate drive, and extract the drive. I dug out my old USB drive caddy and connected everything up. In desperation some years ago I stuck a drive in the freezer overnight and much to my surprise next day we managed to get it running for about 20 minutes, long enough for son to pull some of his work of it. I have a misbehaving external USB drive that won't mount, all that it's got to show for itself is a rapidly blinking activity light. I have changed PSU but it's the same thing. Is there anything I can do? I suspect that the drive is dying, hence it's behaviour. Thanks.

If the device has slowly become more unreliable the likely cause is a capacitor. I have a behringer bcr2000 that progressively became more and more unreliable on usb but still worked fine over din midi. Turned out that replacing the caps in the PSU resolved the issue.
