I would normally suggest looking at reviews of a site that caters for a more specialist user base like Scan as it is more likely you can trust reviews.
However they moslty have models above the price you mentioned apart from one model that is cheaper than the postage cost will be.

I have a 14700K and it can peak to a crazy power consumption if you run something like the Cinebench test on it. Ended up upgrading my UPS because of the peak power consumption of my new system (GPU added a lot of course).

I suppose I would expect any power supply in sensitive equiptment to have surge protection built in, this is why you have to be careful not to PAT test with high voltages.

Yes, the RME is overkill unless it also replaces the external USB interface. That might be technically possible but an interface with XLR/jack sockets etc. is a bit more user friendly than a PCIe card with breakout cables.

SPDIF is stereo only - it won't carry surround. That's a pity, so the RME can't do what my existing card does but then it would not be a feature to expect on such a card. Currently I have the Creative sound card set to send Dolby Digital over the SPDIF link and the (ancient) Cambridge Soundworks ...
