As Hugh said, yes, and yes. However... I wouldn't recommend doing output control that way, because you'd lose your overload margin. If you had the output control halfway then the Op Amp would still be able to deliver 9V (from a PP3) but you would only be able to drive your load to 4.5V. A better way...

When thinking about responsiveness, instead of total storage used, the number of separate files and the complexity of the directory structure can make a lot of difference, especially on well used hard drives. File "aardvark" in directory "abacus" is not necessarily the first item...

Does it actually need + and - voltages? If not, a very simple single OpAmp circuit run from a single rail supply will do the job and be reasonably accurate. If you need both swings then you need dual rail supplies. A slightly more complicated circuit using a twin OpAmp package will be very accurate ...

Nicely planned out work there (soldering looks good too). When having to use caps laying down like that on surface pads I usually put a tiny dollop of silicon on the other end for extra support.
