First off, here's my setup: I have a Scarlett 2i2 1st Gen plugged into USB, the input of that going to FLstudio where I used Asio4All v2, outputting to VoiceMeeter, then to everything else like voice chat and other recording software.
My estimated latencies:
Directly to computer sound = ~16ms. Previously ~8.
FL studio Asio = ~21ms. Has stayed the same.
Asio4All = ~25ms. Previously ~11.
Listening with headphones directly in the Scarlett gives nearly no latency, but there's no way I know of to send that input to FLstudio, then output to VoiceMeeter.
It started when I updated the drivers for my Scarlett to try and fix a small bluescreen problem, and I noticed the driver I've downloaded is different; no longer with Scarlett in the name, just Focusrite USB Audio in everything.
I don't THINK I'm downloading the wrong driver, since I'm doing everything I've done to find it before: To Focusrite's website, downloads, select my product, download driver. However I do feel like I've re-downloaded my drivers before this time, after Focusrite USB says it updated, and got the right working one.
Another little detail that's weird is when I have Asio4All selected in FLstudio, Focusrite USB no longer shows as if it's receiving sound in my sound devices; no green bar appearing.
I have tried a different USB port, and a different cable.
Unfortunately it would take me a while to find my disc for the Scarlett to get older drivers, if I even still have it, or if I even got one.
Really sucks that Focusrite doesn't put up older drivers, if that's my problem.

Have you tried emailing their support? When I had trouble with my Scarlett 18i20 they got back to me pretty quickly with a set of beta drivers that solved the problem.

The current Focusrite USB driver is v4.36.5 (here: https://d2zjg0qo565n2.cloudfront.net/sites/default/files/focusrite/downloads/32405/focusriteusbinstaller4.36.5-612.exe
However, before you install it you should remove the original 2i2 first-gen drivers (v2.x or v3.x) by going into the Windows control panel (programs and features), selecting them and uninstalling them. Failure to do that can result in erratic behaviour, so it might be worth stripping out all old and unnecessary USB audio drivers, and then installing the current version.

I've contacted them, so we'll see what they say.
I've uninstalled them and installed that, still bad latency.
As much as I'd love to use the Focusrite ASIO driver with zero latency, I don't know any way I can feed that into FLstudio, then out into VoiceMeeter so I can use the effects in FLstudio. Plus there's a weird little static sound when I talk with it.

As you notice, the ASIO performance has remained the same - so it's definitely not the Focusrite driver. AsioForAll is simply a wrapper around the native Windows driver, so no surprise that you get the same doubling - because you're using the same direct driver.
So if things go slower, the culprit is generally a Windows change rather than an interface-specific change - maybe some defaults have changed in the last Windows update, or maybe some other application has changed some system parameter.

Hmmm - sound like you're trying to do something similar to what fellow forum member Zukan has been trying for a few months now - not sure if he's created a thread here but, essentially, he's found that trying to do this with a single interface is a nightmare. It is much easier to use the Focusrite for one program and a second interface (even if it is just the computer's onboard sound) for the other.

Another "hmmm"! I downloaded Voicemeeter (with SOME trepidation I can assure you! I have fallen foul of intrusive junk before but this does seem clean and well behaved)
Got it working but I am not at all sure I know what it is for? It found my KA6 and my 2496 card in an Asus homebuild and things wiggle up and down but to what end?
What I thought it might do is enable me to route the OBS Realtek sound to the input of my 2496 but oddly "Stereo Mix" is the one thing missing from its list!
Unless someone can tell me that this app can do something amazing that I cannot do with my present interfaces and Sam/Cubase/Audacity di-da, it will be axed by Revo in the morn!

I don't know much about everything to know if it'd do anything amazing for what you have, but what it does for me is let me output FLstudio to it, letting me broadcast voice or play music live WITH FLstudio effects and such. It can also let me stream without broadcasting things I'm listening to like Discord, music, or browsers(only on certain games).
I've formatted/deleted my main hard drive, so it's not any program I have. I did still get a bunch of windows updates, which I don't know how they'd mess things up AFTER updating to the new Focusrite ASIO.
