Okay, that's weird. In that case got to creative.com/emu and hit the support button which will take you to a product page. At the bottom in small type it'll say - If your product is not listed above, please click here. Click there and then on the first link in the list and follow the links till you get to the drivers.
As I said there is a driver called E-MU® Digital Audio System Driver V2.1 which turns out to be EmuPMX_PCDrv_L6_2_10_00.exe and an application also called E-MU® Digital Audio System Driver V2.1 which is Patch Link and is in fact EmuPMX_PCApp_L6_2_10_00.exe
EmuPMX_PCDrv_L6_2_10_00.exe and EmuPMX_PCApp_L6_2_10_00.exe are the ones you want, they're the ones that work for me.
Have you tried moving the card to another slot. It could be that it isn't seated properly. Moving it will require the drivers to be installed again.
Don't give up on it, sometimes moving it is all that is needed.

Are you on Windows 7 Home Premium?
I had a customer with a similar issue, upgraded to Win7 to find that the EMU 0404 doesn't support it. I advised him to upgrade his OS to Windows 7 Pro via the Windows Anytime Upgrade feature, download / install Windows XP Mode and then just use the Windows XP driver.

Tried it again from the links you gave but again, it says it can't install due to no hardware detected.

Patch Mix won't install unless the drivers are properly installed. Try uninstalling the drivers and then moving the card to another slot and then try the 2.1 drivers again. Until the 0404 appears in the device manager without a yellow triangle you're going to be out of luck.
I had a midi problem with my 1212m once, it just stopped working for no apparent reason. Eventually I moved it to another slot and reinstalled eveything and it started working again. Never did work out what had happened.

At this point I'd give up and get something else like a 2496.

Well that has gone and done it. I swapped the card into another slot, tried to boot up and got an error as it was trying to recover bios. I then tried again and it went into startup repair mode. Now it's just a blue screen and I can't boot up. Taken card out and still the same.

Swapped it to another slot(after getting my machine bios working again) and installed the EMU DSP ok. No patch mix though and when I tried to install that, this time I didn't get an error no hardware detected. It just said updating files and hung forever resulting in me having to shutdown. It's in device manager showing working ok but no sound. I am again taking sound from my front headphone input. Meters are indicating audio but can't hear it. Checked sound from outputs of card and nothing.
Another weird thing. I am using a hi res Dell monitor for photo editing. It works crystal clear on my old XP PC but this one's integrated. Graphics are pretty much the same BUT I am getting fuzzy banding at intervals across the screen. Set at same res as old, correct drivers etc. the only thing that stops this is using my old graphics card in this new machine but the internal graphics has this out of focus banding making text look blurry.

I didn't realise until someone pointed it out to me over the weekend, but under win7 you can "tune" your cleartype settings to make text sharper.

Could there be a conflict with the onboard soundchip?
There used to be a problem with Soundblaster chips and Emu cards many years ago and even now most people advise turning off the onboard sound in the bios.
If that doesn't work I really don't know what else to suggest.

I have given up with the EMU. It's more trouble than it is worth. With no soundcard, shouldn't there be basic sound coming from the integrated sound chip ? Again, with the EMU card gone and software uninstalled there is no sound.
The fuzzy graphics affect everything, not just text in in bands across the screen.

...as long as it's:
1) Showing correctly in Device Manager
2) Selected as the default device in the Sound control panel
3) Turned up in the Windows mixer

I got the same problem: Installed windows 7 x64 pro and the Soundcard wasn't at windows device manager options.
How to fix:
1- With the computer off and unpluged from the energy remove the EMU 0404 soundcard
2- Make a backup, format drive C and do a fresh windows 7 x64 instalation.
3- Install all drivers (chipset, video, etc)
4- with computer off and unpluged Install the EMU 0404 soundcard
5- Windows 7 must find the soundcard and will not find a driver (Np!)
6- Download the drivers (EmuPMX_PCDrv_US_2_30_00) and install it
Done.
