I used to run a wire out of the of the mixer into my audio interface then into my laptop and then record with the laptop until the laptop broke
So any ideas what I could use now please?

At the risk of sounding a tiny bit facetious... a new laptop? 
Seriously though ... were you recording multi-channel mixes over a digital USB connection and then mixing thme in a DAW, simply recording a stero mix over an analogue connection or something in between?

No nothing fancy, all very basic. 2 cables out of the tape out ports then into the mixer, straight into the audio interface then into the laptop via usb

Had a look on gear4music website and can not see any recorders for sale so went on eBay instead
What do you think the sound quality of the sound card inside this device would be like?

Direct recording to mp3 isn't something I'd ever choose to do, but if it suits your use case, you're comfortable with the loss in quality that it entails, and if your budget really is that low then to be honest would imagine all those super-cheap recorders will be much the same.
I can't see from the page if it's a stereo recorder though. It's a dictaphone really and as such I would check with the seller to make sure it doesn't only record in mono.
If scraping the bottom of the piggy-bank I'd be more inclined to go for something better like this: https://www.amazon.co.uk/Olympus-LS-P1- ... 01BI064FK/ which can record in a much higher quality lossless PCM format.

If I where to be spending that kind of money then I may as well get another laptop. My 20 quid audio interface dose a good enough job
But don't know if I can get a dictor phone with usb input or if there was someway of wireing up the dictor phone to the audio interface

Tough one. 20 quids ain't gonna get you anything with which you can record, I'm afraid. Unless you really go tape and connect the mixer out to a real tape Dictaphone.
The cheapest you could do is perhaps to find an used (old) handheld recorder with a couple line inputs. But most probably an old laptop would cost even less...
One idea - if you have a smartphone, there are some gizmos that can help you getting the line out of the mixer (or of the interface, for what's worth, but makes no sense to use it unless there's a computer involved.. that's what interfaces are for) to it.. some on the used marked may be available for cheap. A smartphone is a solid state recording device after all.
