I suspect this is because Studio One is only using a couple of cores on the CPU to do the processing you are asking it to. The overall 20% usage (of which 17.6% comprises Studio One) shown in the Windows Task Manager represents the 'busy' portion of the total capacity of the CPU as a whole, across all 8 cores.
If 2 cores were working flat out and the rest were idle then the task manager would show about 25% CPU usage on an 8 core system.
I do not know how Studio One allocates resources across the CPU but from the image you showed it would appear that a lot of work is being done by a small number of cores, which are working very hard to keep up.
You can confirm this by clicking the 'Performance' tab in the Task Manager and then clicking 'Resource Monitor' at the bottom of the window:
Once in the the Resource Monitor, click the 'CPU' tab and it will show you a breakdown of each individual core. If there are one or two cores running at high load and the rest are relatively idle that would confirm that Studio One is not using all the cores for the workload you are asking of it in the DAW:
If this is the case then I'd suggest the best thing is to contact their support, provide details of the stuff you're doing in Studio One (how many tracks, how many and which plugins etc.) and ask them to advise further.

Interesting, I use the FX8350 with no problem (32Gb Ram). However I did update the Motherboard to the Gigabyte GA-990X cos it has a NVMe slot and stuck a 1Tb adata in (when they were available and cheap) and the vst folder is on it/ split it 500/500. BUt I find little to no difference between NVMe and a good SSD.
I guess cos yours is the slower chip maybe that is your issue? Are all your vsts updated cos it just might be a dud vst some are notorious for killing cpu especially when using more than one instance
