I'm sure the answer is yes. What do you need to it to do?
I use Gig Performer to do some of those functions when I think it'll be more suitable than my DAW; as a plugin host with MIDI routing, for example.

I have a Dell laptop and several interfaces that are gathering dust and I thought maybe it could make a nice effects rack

That's exactly what the Dell laptop right next to me is being now. Weird!
