I have a stereo track with a reference mix and I like listening to the R and L channels seperately by using the balance panner but I would like to figure out how to listen to each channel seperately on BOTH speakers instead of just one. What is the easiest way to do this? When I use my balance panner in Cubase it just comes out of one speaker.

Use two mono channels instead of one stereo channel.
In some DAWs you might need to split the stereo file into two mono files first.

Right-click on the panner in Cubase and it should give you more options. One is a single panner between left and right signals. Another treats them as two independent pan pots, one for each channel, so if you can mute one, you can place the other where you want.
Alternatively, mute one channel and hit the Mono preset button in Cubase's Control Room. This should route all signals (including the one now soloed on that track) equally through both speakers.
Or use a separate utility plug-in set to mute/fully attenuate one channel, while panning the other to the middle. Then just enable/bypass that plug-in to audition. Eg HOFA's free Meter, Fader & MS-Pan plug-in would enable you to work that way.

For completely free control of L/R, use Cubase's multi-to-mono split feature (if that is, indeed, the DAW you are using).
But, as said above, there are a number of ways to do this, and a stereo manipulation tool would be a useful asset if you really want to do this regularly (though I can't imagine why...). The free Voxengo MSED might have this facility, though my memory of it is hazy.

BX solo is a free plugin from Plugin Alliance that allows this at a button push.

Ok, do you know how to mute one channel on a stereo track? The way I have been doing this up until now is the balance fader, is this what you mean?

You missed the bit where I said "so if you can mute one..."
I'd use a plug-in, like the HOFA one. Or the Plug-in Alliance one. Or this TB ProAudio one. If you really wanted it all done in one click, there's probably a plug-in out there that will do it. Or you can use a wrapper plug-in like DDMF Metaplugin to create it. Eg a Left channel solo, followed by a stereo-to-mono mix (or Mid solo) should mute the right channel and put the left channel in both speakers. OR you might be able to do it with a Cubase Macro or generic control function or some such: basically to enable/bypass two plug-ins with one click.
