Tingling on exposed metalwork is common with double insulated non earthed PSUs as a result of internal capacitive leakage generally across transformers, which have a few hundred picofarads of parasitic capacitance. The current is very low but it can damage preamps if you hot plug audio leads with power on.
The strange PSU behaviour you mention may be associated with internal circuitry that remains charged after the power has been turned off.
Ideally your studio power feed is via one or more RCDs. These will trip if the differential line and neutral currents have more than a few milliamps difference and any kind of ground leakage issue will normally trip them.
If you have a damp issue you need to look at some pretty expensive climate control of the sort that is used to protect vintage wine cellars. This is going to require ducts and large holes to vent to the outside.
