For anyone still out there...
I have the sample rate cycling issue too. I have 2 x Saffire Pro40s. Still very good and running perfectly except for this Windows issue. I can force my pc to work by manually setting the sample rate to 48 or 41 kHz bfore launching my DAW. However my future solution is to purchase an Audient id44 mkii and chain the Safs into the 2 x adat ports. Hope this helps someone out there!

I was having some instability with my Saffire Pro 40 being able to lock after changing sample rates and found an article about recapping the power supply board. The power supply boards in these were an off the shelf part that was manufactured separately from the rest of the unit and built to a price point. It used cheaper components, capacitors that may be drying up by this time.
I did the recap job and the unit was much more stable after that. I used brand new, more premium caps. Even if the old caps weren't necessarily going bad, the filtering of the power supply was likely improved, which seems to have affected the unit's stability in a positive way. The rate lock was the only issue I had with it. IMO, it's a great interface with great features.
Anyone who wants to try this can either do the job themselves (if they can solder PCB) or purchase a replacement power module. Obviously, putting a bunch of money into an older unit like this is a choice to make. If you DIY the caps will cost about $20 and you'll spend about an hour and a half.
