On the two tracks linked below, Justin Timberlake "SexyBack" and Justin Bieber "Friends" they have a similar stereo synth bass sound.
How is this done?
To me it sounds too incisive to be a chorus effect. Is it perhaps done by doubling the part and panning it hard to each side and delaying one side? Or another way.

For this effect I typically use Soundtoys Phase Mistress or MicroShift. I set it by ear and visually with Voxengo’s SPAN on the M/S overlay mode!
But there’s plenty of other alternatives and home cooked ways to do a similar hass effect + M/S eq.

So it's done using the Haas effect? I suspected so.
Does this mean a delay under 30ms?
And are the sides equalised differently, or phase shifted too?

2 very different bass sounds, if Justin Timberland's track even has a bass line, sounds like a kick drum that is producing what I would call bass. There is a kind of stab that appears later which is more lower mids than bass.
The Bieber has a kind of low pass filtered 16th note saw wave (synthwave style) bass and it sounds like oscillator unison/chorus effect to me.
Use any virtual analogue synth with a single saw wave oscillator.
Add voices and or/spread to a LP Filtered saw tooth bass and see where you end up with that note pattern. You may want to use an envelope to control the cut off to achieve the desired rolling effect.
Always check mono compatilbity with stereo basses You can always use a narrower-izer on an insert if the synthesis results in a too wide sound. Then balance / mix it post narrowing. (continuing to check mono compatibility / level in mono)
