Good video editor for syncing video to audio?

Hi, I'm new to video production.
I've got audio tracks that I want to sync video clips to. I've got Creative Essentials 4. When I shift a video clip it moves the soundtrack (audio track) at the same time and I haven't found a way to stop this. Anyone here know if you can stop this behaviour in CE4 or is there a better program for video sync to audio?

Ah! Downloaded Sony Vegas Movie Studio 10. Seems to do what I need.

With Adobe Premiere, all you need to do is unlink the clips. This is done as follows

To link video and audio, Shift-click a video and audio clip to select them both, and then choose Clip > Link.

To unlink video and audio, select a linked clip and choose Clip > Unlink.

Thanks Bruce but if Premiere is Adobe's pro package then it is more than I can afford. Sony Vegas seems to do what I need.

Sorry I thought premiere was part of creative essentials that you already have. It should be the same procedure.

Vegas is really good too thought!
