I have a Komplete 6 audio interface on my Windows 7 PC. I use Reaper as my DAW which sounds perfect audio, Within that I use Ozone 7 which again sounds perfect. However, if I run Ozone 7 outside Reaper on my desktop I can hear ringing artifacts say when I home in on the bass frequencies for instance that I can't hear in Reaper. Ozone is set up exactly the same and all audio for my main audio windows output is assigned to Komplete audio 6. Also, playing wav files outside Reaper while it's open causes the quality of audio sound to have artifacts again.
For the life of me I cannot fathom this out but I suspect it is something to do with the ever troublesome Komplete audio 6.

I don't know if your problem is the same one that i had a few years ago -
I installed sound forge and got a constant ring modulation type effect in audacity when playing sound which was sorted by changing the audio host settings - mme / windows direct sound / windows wasapi

Sorry but ca you be clearer as I don't understand what "mme" means.
I seem to have cured it by changing main output playback bit rate in advanced settings from 24 bit / 96khz to 16 bit / 44khz but the recording input rate stays at 24 bit / 96khz

Within a DAW you might be using ASIO or WASAPI/exclusive drivers to access the hardware, which bypass some of the traditional Windows machinery and allows you to make use of the hardware full capabilities.
Outside the DAW your playing software may be relying on the default Windows audio system - which may resample if the WAV is not 16bit/44.1 and produce artifacts
