I'm planning to upgrade my setup as I've been working on consumer headphones (Sennheiser HD598) for years now and finally got some spare cash to upgrade to a better setup.
Would you guys recommend I buy more expensive studio monitors (Looking at Kali In-8 v1's or Focal Alpha 80's) or instead go for smaller, less expensive monitors (Kali LP-6's) and also getting some better headphones (Sennheiser HD 650's) as well.
Also note I don't have any room treatment yet but looking to build some rockwool panels in the next few months. My room is 4m x 3.5m.
Any advice/recommendations is much appreciated.

Without good room treatment you'll be better off with good headphones.

Whilst I agree with resistorman, it depends on your end goal, too. If you are doing this purely for your own enjoyment, the Kali Audio monitors will be fine.
If you are mixing for commercial release, the room becomes critically important and 8” monitors will probably cause more problems than they will solve.

+1 to resistorman's advice, and the Sennheiser HD650's are indeed a good choice.
