Is Midi Ox still the thing...

... for figuring out what's going in and out of midi-capable boxes?
Or is there anything newer (better?) on the market?

Needs to be windows-based for me.

I don't know if there's something newer and/or better but I use MIDI Ox when I need to, and it works fine for me!

Ditto to the other comments, but I would add

https://www.bome.com/products/sendsx

as a useful little utility. It will monitor incoming MIDI on a given port as well as send out Sysex etc. Not as comprehensive as MIDI-Ox. but sometimes its simplicity is all that is needed. I seem to recall it is easier to copy/paste code from/to the windows as well, if you want to keep a text record. Worth a try.

Yes, I still have MIDIOX permanently plumbed into my setup to massage the velocity/channel MIDI data from two controller keyboards (one 2-octave one and the other an 88-key master keyboard), combine them and then send them to my DAW.

Like BillB, I've also used sendsx on occasion for sending/receiving simple sysex patch data, but MIDIOX can do this as well, and nowadays many synths have dedicated 'program manager' utilities to do this, without needing esoteric buffer size adjustments.

For MIDI troubleshooting, and Sysex transfers, it's all about Snoize for me (Mac):

Everything else I can do in Logic, including programming MIDI tools with Scripter.

I'm not sure what you mean by "set up"? There's nothing to set up - you run it, send sysex to it and it records it, load a syx file to send it... It's a pretty simple utility.
